國(guó)家測(cè)繪地理信息局是甲級(jí)測(cè)繪資質(zhì)審批機(jī)關(guān)，負(fù)責(zé)審查甲級(jí)測(cè)繪資質(zhì)申請(qǐng)并作出行政許可決定。

省級(jí)測(cè)繪地理信息行政主管部門是乙、丙、丁級(jí)測(cè)繪資質(zhì)審批機(jī)關(guān)，負(fù)責(zé)受理、審查乙、丙、丁級(jí)測(cè)繪資質(zhì)申請(qǐng)并作出行政許可決定；負(fù)責(zé)受理甲級(jí)測(cè)繪資質(zhì)申請(qǐng)并提出初步審查意見。

2014年7月1日，國(guó)家測(cè)繪地理信息局以國(guó)測(cè)管發(fā)〔2014〕31號(hào)印發(fā)修訂后的《測(cè)繪資質(zhì)管理規(guī)定》。該《規(guī)定》分總則、申請(qǐng)與受理、審查與決定、變更與延續(xù)、監(jiān)督管理、罰則、附則7章37條，自2014年8月1日起施行。2009年3月12日發(fā)布的《測(cè)繪資質(zhì)管理規(guī)定》予以廢止。

第六條 申請(qǐng)測(cè)繪資質(zhì)的單位應(yīng)當(dāng)符合下列條件：

（一）具有企業(yè)或者事業(yè)單位法人資格；

（二）具有符合要求的專業(yè)技術(shù)人員、儀器設(shè)備和辦公場(chǎng)所；

（三）具有健全的技術(shù)、質(zhì)量保證體系，測(cè)繪成果檔案管理制度及保密管理制度和條件；

（四）具有與申請(qǐng)從事測(cè)繪活動(dòng)相匹配的測(cè)繪業(yè)績(jī)和能力（初次申請(qǐng)除外）。

第七條 測(cè)繪資質(zhì)審批機(jī)關(guān)應(yīng)當(dāng)將測(cè)繪資質(zhì)行政許可的依據(jù)、條件、程序、期限以及需要提交的全部材料的目錄等向社會(huì)公布。

第八條 測(cè)繪資質(zhì)審批機(jī)關(guān)應(yīng)當(dāng)健全測(cè)繪資質(zhì)管理信息系統(tǒng)維護(hù)機(jī)制，實(shí)現(xiàn)測(cè)繪資質(zhì)行政許可在線受理和審查，方便管理相對(duì)人，提高行政效率，增強(qiáng)管理能力。

測(cè)繪公司資質(zhì)辦理需要條件：

1、辦公場(chǎng)所：各等級(jí)測(cè)繪資質(zhì)單位的辦公場(chǎng)所：甲級(jí)不少于600_，乙級(jí)不少于150_，丙級(jí)不少于40_，丁級(jí)不少于20_。

2、 質(zhì)量管理：甲級(jí)測(cè)繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證；乙級(jí)測(cè)繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證或者通過省級(jí)測(cè)繪地理信息行政主管部門考核；丙級(jí)測(cè)繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證或者設(shè)區(qū)的市級(jí)以上測(cè)繪地理信息行政主管部門考核

3、檔案保密：測(cè)繪資質(zhì)單位應(yīng)當(dāng)有健全的測(cè)繪成果及資料檔案管理制度和保密制度；設(shè)立保密工作機(jī)構(gòu)，配備保密管理人員；確定保密要害部門、部位，明確保密崗位責(zé)任，與涉密人員簽訂保密責(zé)任書；測(cè)繪成果核心涉密人員應(yīng)當(dāng)持有省級(jí)以上測(cè)繪地理信息行政主管部門頒發(fā)的涉密人員崗位培訓(xùn)證書；建立測(cè)繪成果核準(zhǔn)、登記、注銷、檢查、延期使用等管理制度；生產(chǎn)、存儲(chǔ)、處理涉密測(cè)繪成果檔案的設(shè)備設(shè)施與條件，應(yīng)當(dāng)符合國(guó)家保密、消防及檔案管理的有關(guān)規(guī)定和要求。

4、 人員配備：大部分新資質(zhì)申請(qǐng)需要配備25名人員，其中包括2名高級(jí)工程師，8名中級(jí)工程師以及15名初級(jí)工程師。

5、儀器設(shè)備：按各專業(yè)標(biāo)準(zhǔn)核算儀器設(shè)備數(shù)量時(shí)，所有權(quán)非本單位的、報(bào)廢的、檢定有效期已過的儀器設(shè)備等，均不能計(jì)入。隨著科學(xué)技術(shù)的發(fā)展，性能指標(biāo)更優(yōu)越的儀器設(shè)備可以替代某一專業(yè)標(biāo)準(zhǔn)所規(guī)定的相應(yīng)儀器設(shè)備。

第六條

申請(qǐng)測(cè)繪資質(zhì)的單位應(yīng)當(dāng)符合下列條件：

（一）具有企業(yè)或者事業(yè)單位法人資格；
